Objective
The Needs Based Planning (NBP) project team undertook the development of a national set of core mental health and substance use health services as a key component for application within the NBP model. NBP uses a systematic quantitative approach to planning mental health and substance use health treatment and support systems. NBP estimates the required capacity of a core basket of services and supports, based on needs of the whole population, and considering all levels of severity and complexity of those needs.
Findings/Key points
The framework presented in this document draws important distinctions between broad system functions, service delivery platforms and specific treatment activities and supports; the capacity estimation and gap analysis for NBP being focused at the level of service delivery platforms. This document provides an overview of: (1) The national core services framework; (2) Emergency and crisis response services; (3) Community and treatment support services; (4) Acute and specialized services; (5) Other (digital and private services/supports).
Design/methods
This work was undertaken with considerable input and iterative feedback from the project’s National Advisory Committee, expert consultants and other key stakeholders. An important contribution of this project was agreement among key stakeholders on a core basket of services in the ideal treatment system, that is an agreement on the “what” is to be estimated. The NBP project tested this system mapping process in the project’s six pilot jurisdictions.
