Rebuilding Workplace Substance Use Policy Using a Harm Reduction Lens

When: Thursday November 21st, 2-3:30 pm Eastern

About: In this presentation, we will:

- discuss the systems of surveillance, control, and coercion that many employers force upon workers who use drugs.
- describe the substance use policies that workers are subjected to, and the misconceptions, stereotypes, and discriminatory beliefs they are based on.
- share research findings on workplace substance use policies for nurses (which are similar to those of other workplaces).
- dive into the research literature that demonstrates how workplace substance use policies are inflicting harm upon people who use drugs, and putting them at increased risk of drug toxicity death.
- describe the grassroots peer support network she has created to support nurses' mental health and will talk about the importance of peer support for workers who use drugs.
- make recommendations for dismantling and rebuilding workplace substance use policy using a harm reduction lens.

Presenters: Byron Wood is a worker who uses drugs and a founding member of the Workers for Ethical Substance Use Policy Society (WESUP)

Dr. Charlotte Ross has 42 years of experience in clinical nursing, education and research with a focus on mental health and substance use

PUBLICATIONS OF THE MONTH

Wilson, P., Colizza, K., and Hyshka, E.  2024. Safer supply and political interference in medical practice: Alberta’s Narcotic Transition Services IJDP

  • The Alberta Government significantly limited access to safer supply using false narratives.
  • Prescribers were framed as harmful and requiring increased restrictions.
  • People who use drugs were framed as criminals and a danger to the public.
  • These narratives allowed for political inference in medical decision-making.

Ivsins, A., et al. 2024. Repurposing prescribed hydromorphone Alternative uses of safer supply and tablet-injectable opioid agonist treatment to meet unaddressed health needs. IJDP

Methods: In-depth qualitative interviews from two studies evaluating hydromorphone tablet distribution programs in BC. A thematic analysis was used to identify themes related to repurposing hydromorphone.

Results: While most participants reported reducing their use of illicit drugs, a variety of instrumental uses of tablet hydromorphone were also discussed, including reducing anxiety, addressing sleep issues, withdrawal management, and managing chronic pain.

Conclusion: Our findings demonstrate how people who use drugs are maximizing the benefits of tablet hydromorphone distribution to address unmet needs. Hydromorphone distribution programs represent a public health and harm reduction intervention that is usefully addressing experiences related to structural vulnerabilities (such as inadequate pain management), which are often overlooked amongst stigmatized groups.
